Legislation Committee Ratifies Two Draft Legislative Documents

The legislation Committee of the Cabinet of Islamic Republic of Afghanistan discussed and reviewed the draft of three legislative documents. Amongst those, this committee ratified only two legislative drafts, i.e. the draft regulation on registration of medical and dentistry doctors and the draft regulation on internships in ministries and government institutions.
This meeting was held on Sunday March 28th, 2021 chaired by Second Vice President Sarwar Danish and with participation of Minister of Justice and other members of the committee. At this meeting, the draft regulation on registration of medical and dentistry doctors, the draft regulation on transplantation of organs and human tissues and the draft regulation on internships in ministries and government institutions were discussed.
Qanoonpooh Fazal Ahmad Manawi, Minister of Justice presenting the draft regulation on medical and dentistry doctors to this meeting, said that this regulation has been prepared and organized in three chapters and seventeen articles to regulate the manner of registration and issuance of license for medical and dentistry doctors and to provide opportunities to raise their capacities in the field of providing quality health services.

Minister of Justice at this meeting also shad light on the draft law of transplantation of organs and human tissues. Manawi said that this draft law observing the principles of human dignity and humanitarian principles in donation process and body organ transplantation and preventing of illegal organ transplantation, has been prepared to ensure transparency and health principles in the stages of organ donation and transplantation.
Members of the legislation committee of the cabinet shared their corrective views and it was decided to establish a specialized committee for further enrichment of this draft with the presence of Minister of Haj and Religious Affairs, representative of the Ministry of Justice, head of the Medical High Council, representative of the Ministry of Health and representative of the Supreme Court. This committee has been tasked to carefully review and reorganize this law within one week and subsequently submit it to the legislation committee or the cabinet.
At this meeting, the draft regulation on internships in the ministries and government institutions was also discussed and revised. This draft regulation has been prepared and organized by the Ministry of Justice and Independent Commission for Administrative Reform and Civil Services to provide the opportunity of internships for the graduates of higher and semi higher educational institutes.

The said draft were finally ratified by the committee and the ministry of justice is responsible for its processing.
